The Baia delle Rose Project: How Costa Volpino Is Transforming Lake Iseo

The Bay of Roses is not just a place. It is a project centred on shared beauty that is reshaping the future of the northern shore of Lake Iseo. Born out of a collaboration between the Municipality of Costa Volpino and the private operator Costa Planet Srl, this initiative represents one of the most significant tourism regeneration projects in Lombardy.

The Vision: Shared Beauty

The project was launched around 10 years ago and took shape thanks to a 37-year lease of the public land on the lakeshore. As Mayor Federico Baiguini pointed out: «The Bay of Roses is not just a place: it is a project of shared beauty». A dream that is moving towards a tangible future, whilst ensuring that access to the areas remains completely unrestricted.

The Investment Figures

The total investment planned by 2027 amounts to 4.5 million euros to be borne by the private sector (Costa Planet Srl), in addition to 2 million allocated by the Lombardy Region to the local council under the AREST agreement (Agreement for Economic, Social and Territorial Revitalisation). This is a public-private partnership capable of creating services whilst maintaining free and unrestricted access to the lake.

What Is Already Available (2025)

The following are already available: the first beach equipped with sun lounger and parasol hire; the kiosk bar and food area with evening events; the 24 holiday homes in the centre of Costa Volpino; the campervan area in Bersaglio, overlooking the lake; water sports (canoeing, stand-up paddleboarding, sailing); bike hire; and the stage for concerts and live performances.

Next Steps (2025–2027)

The project envisages a gradual development up to 2027: an expanded sports centre with padel and beach volleyball courts; a lakeside restaurant; a swimming pool; 5 floating cabins on the lake; the redevelopment of “Il Bersaglio”, a former shooting range, into an information centre and educational park; and the completion of the cycle path and footpaths.

Sustainability and the Local Area

The Baia delle Rose project forms part of the UNESCO Valle Camonica – Alto Sebino Biosphere Reserve, adopting an approach that prioritises environmental sustainability and respect for local identity. The aim is to create a place capable of attracting visitors in every season, whilst respecting nature and the local community.
